I was thinking it was something stupid, but the smoke being steam from an e-cig or a brew just makes it stupidier.
Normally the person who did the heroic thing of notifying the police comes forward and the media pay them for the exclusive. No one has rushed forward to claim the money - is it because they are seen as a plonker?
Mind you, I have recently heard an allegation that the miscreant was also making a "Pot Noodle", in which case the response was of course totally justified.
